All you have to do to join is:

Fill out this form.
You will receive an email from Yahoo verifying you submitted the site. In this email there will be a link to follow to retrieve the code for something they call a server-side Navigation Bar. If you already have one on your webring page, you won't have to bother with it. It only needs to appear once. However, if this is your first webring in the new Yahoo Webring system, you will need to retrieve the code and add it to your page.
At the same time as you receive the above mentioned email, we will receive an email asking to approve your site to the ring. We will.

That's all there is to it. The new Yahoo system doesn't allow for the graphics Webring allowed. However, they do allow you to customize the navigation bar somewhat which you can see below.
